Meadowlark Metropolitan District
The Meadowlark Metropolitan District is a Title 32 Special District that has been established for the purpose of financing and installing street, park and recreation, water, limited sanitation, transportation, limited mosquito control, safety protection, limited fire protection, and limited television relay and translation improvements of the District, and the limited provision of covenant enforcement, design review, and security services; and all other improvements or services permitted by Article 1, Title 32, C.R.S. (collectively, the “Public Improvements and Services”), except as specifically limited by the Amended and Restated Service Plan for the District approved by the Town of Parker on June 15, 2020, as it may be amended from time to time (the “Service Plan”).
The Public Improvements and Services are for the use and benefit of the residents and taxpayers of the District. The District is located in the Town of Parker, Douglas County, Colorado. The District is a quasi-municipal political subdivision of the State of Colorado authorized to provide specialized services that Douglas County does not provide.
The District may incur a maximum debt of $26,818,750. Revenue from the imposition of certain mill levies, fees, other legally available revenue may be used to repay such debt.
The District may assess a maximum mill levy of 57.000, adjusted pursuant to the Service Plan, adjusted for changes on or after January 1, 2019, to repay such debt.
The District must file an Annual Report to the Town Clerk of the Town of Parker, the Town of Parker, the Division of Local Government, the State Auditor, and the Douglas County Clerk & Recorder.
The District boundaries overlap with the boundaries of Douglas County Government, Douglas County Re-1 School District, Douglas County Schools – Cap Reserve, Douglas County School – Insurance Reserve, Douglas County Schools – Debt Service, Town of Parker, Urban Drainage & Flood Control District, Regional Transportation District, South Metro Fire Rescue Fire Protection District, Parker Water & Sanitation District, Douglas County Soil Conservation District, Cherry Creek Basin Water Quality Authority, Douglas Public Library District, and Urban Drainage & Flood South Platte.
